This is because Pakej MyKabel is a highly targeted offering as it was sparked by the Pakej Perpaduan initiative that was announced by the government yesterday. As per what the Communications and Digital Minister Fahmi Fadzil has noted, Pakej Perpaduan for fixed broadband is meant for those in the B40 income group as well as senior citizens, disabled persons (OKU), and veterans. In the case of Pakej MyKabel, it can only be obtained at Program Perumahan Rakyat (PPR) areas that are covered by Time. At the moment, there is only a handful of those around and below is the current list of Time-covered PPR areas:

PPR Kampung Baru HICOM, Selangor PPR Kota Damansara, Selangor PPR Lembah Subang, Selangor PPR Taman Putra Damai, Selangor (Lembah Subang 1) PPR Kerinchi, Kuala Lumpur PPR UDA Utama, Johor PPR Taman Perling, Johor (Jalan Rawa 1) PPR Taman Perling, Johor (Jalan Rawa 7)

Instead of the standard monthly fee of RM99, Pakej MyKabel provided a monthly rebate of RM30 for Time Fibre Home 100Mbps customers which is how we ended up at RM69 per month. This rebate will be applicable throughout the plan’s 24-month contract duration. As a comparison, here is how the Time Fibre Home plan looks like for the time being:

In terms of availability, it follows the same timeline as Pakej Perpaduan. Eligible customers are able to apply for Time’s Pakej MyKabel starting this March onwards and the registration will continue to be open until the end of December 2023.
